The GEAR (Gwinnett Educating about Alcohol Responsibility) Coalition began in 2002 as the GEAR Task Force, an initiative of GUIDE, Inc., to reduce underage alcohol access and use. This stategy brings together law enforcement, community group representatives, and concerned citizens in Gwinnett County to discuss ways to enhance enforcement of laws related to underage access to alcohol. Membership on the Coalition is on a volunteer basis. Currently, representatives from law enforcement, GCPS, Health and Human Services, Chamber of Commerce, and the retail industry regularly attend monthly meetings.
The GEAR Coalition recognizes the need for Gwinnett County's youth to be alcohol-free and is committed to bringing about community mobilization and social change to prevent underage drinking.

What Is A Community Mobilization Approach To Prevention?
This prevention strategy takes into account that individuals do not become involved with substances solely on the basis of personal characteristics. Rather, they are influenced by a complex set of factors, such as the rules and regulations of social institutions, the norms of the communities in which they live, the mass media messages, and the accessibility of alcohol, tobacco and other drugs. The GEAR Coalition focuses on strategies that look to shape knowledge, beliefs and behaviors by changing the environment - school, community, family and cultural - in which we live.

Where Does GEAR Get Funding?
As an initiative of GUIDE, Inc., GEAR is funded in full by the Substance Abuse Block Grant (SABG). The SABG stipulates the use of funds specifically for substance abuse prevention initiatives and programs, like the GEAR Coalition. The grant also mandates the use of approved model programs as the basis for prevention initiatives. GEAR falls under the Communities Mobilizing for Change in Alcohol model (CMCA) program.
